Trump's Progressive Alarm Misses Europe's Real Danger: Technological Stagnation.

Donald Trump's security policy document offers a misguided view of the European Union. The document asserts that open-border policies and what it terms "progressive" policies represent an existential risk to the continent's identity. Yet, this argument is based on a fundamental misinterpretation of the situation. The true challenge confronting the EU is not societal but technological and economic lag.

A Glaring Growth Divide Between the US and Europe

The data paint a sobering contrast. Between 2008 and 2023, US GDP surged by 87%, compared to a paltry thirteen and a half percent growth for the EU. During this time, European income per person fell from 76.5% to just half of the American figure. Remarkably, even Mississippi now has a greater average income than several leading EU nations like France and Italy.

Currently, about 50% of the global 50 largest technology firms are American, while only four are from Europe.

The Innovation Deficit: The Core Question

This widening economic gap stems from superior efficiency gains in the US, fueled by breakthroughs and better use of resources. The landscape of world technology dominance is decidedly American. Over the past fifty years, hundreds of American startups have grown into enterprises valued at more than ten billion dollars, compared with only fourteen in the European continent.

This gap raises a pressing issue: As the competition for future industries like AI, semiconductors, and fusion energy, where does the EU stand? Experts widely agree it is largely a contest between two between the United States and China, with Europe starting at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

A number of major reasons account for this innovation chasm.

  • Venture Capital: The United States has a much more robust and agile system for financing new ventures. The EU has yet to establish a genuine unified investment market, which caps the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided rules hamper Europe. A American entrepreneur can launch a service under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a bigger population size, is split among 27 separate systems, creating huge internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was historically viewed with stigma, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has weakened its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, there are reasons for hope. Policymakers are increasingly aware of the severe threat and have started to advance serious reform. Notable analyses on EU competitiveness and the single market highlight the need for major changes.

With the right incentives and rule changes, these assets could support far greater degrees of business-led breakthroughs.

Europe still possesses significant advantages: high-quality human capital, top-tier schools and universities, and premier labs. Alongside a large internal market and high savings rates, these elements could trigger a surge of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in creating cutting-edge tech, it can still dramatically increase productivity by implementing and tailoring innovations from other regions.

An Inflection Point

Europe now stands at a decisive crossroads. As the saying goes, decline often happens "gradually and then suddenly". To date, Europe's technological decline has been steady. However, without decisive action to address its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible decline in world influence.
